It doesn't. There are certain things that trigger a hold and certain things that go through without issue. For example, if I, as someone who has gotten hundreds of $2-3 Visa cards from here, asks for another... 10 second wait. But if I asked for a $10 one? I'd probably be held back till staff approved it. If you're new, if it's crypto, if it's Tremendous servers taking a shit... all sorts of things could otherwise hold things up.
